I believe this could be obtained when going to see the Darkrai movie in select theaters across Japan. They have an odd tendency to "sweat" or become slimy when left out for long enough, but keeping them inside an acrylic display case I have seems to have solved that problem.

The second of Dialga's clear Tomy figures, this time using the pose from the newer release. You could get it when seeing the Arceus movie at certain theaters in Japan. They have the same "sweating" problem as the other clear Tomy, but like with that one keeping them in a case seems to prevent that from becoming an issue.
